Sponsored Projects Compliance Resources:  Program Oversight

Assuring sponsored projects compliance through senior leadership and independent oversight.

The University of Minnesota is fundamentally committed to maintaining the highest ethical standards and complying fully with all applicable laws, regulations and policies. The University is now operating in an era of increased governmental oversight, greater public scrutiny, and higher expectations for accountability. At the same time, it faces an increasing volume of regulatory and legal obligations. Effectively identifying sponsored projects compliance obligations, implementing procedures to mitigate risk, creating effective education programs, and monitoring compliance risks requires coordination from many separate areas of the University.


Council of Research Associate Deans:

The Council serves as an interactive advisory board to the Vice President for Research (VPR). Members assist the VPR to formulate university wide policies and systems that strengthen the infrastructure, promote faculty productivity, and advance strategic goals.

Each college, school, and coordinate campus may be represented by an Associate Dean for Research (ADR) or another academic representative having broad responsibility for the research for that particular unit.

Office of Institutional Compliance, Research Committee:

The Research Compliance Committee serves as a vehicle to facilitate coordination among areas of the University with compliance responsibility for research. It aids the University in integrating compliance and the management of compliance responsibilities insofar as they relate to the conduct of research. It will also provide a framework to bring an institutional focus to compliance issues, to cross-fertilize ideas, and to cooperatively develop compliance best practices across the research enterprise.

Office of Oversight, Analysis & Reporting:

The Office of Oversight, Analysis & Reporting (OAR) is an institutional level oversight mechanism providing reports and assisting units with establishing recurring risk measurement and exception reporting practices representing a fundamental principle of the University of Minnesota Sponsored Projects Oversight Model:

"Oversight is always separate from the operating unit that makes the decisions"

Office of Regulatory Affairs:

The Office of Regulatory Affairs (ORA) provides internal oversight on compliance issues related to Conflict of Interest and to the performance of research trials and at the University of Minnesota.  The overall purpose of the ORA is to ensure the safety, rights and well-being of research subjects and to help ensure the quality and integrity of the research.
