Sponsored Projects Compliance Program Overview

The Office of Oversight, Analysis and Reporting is but one component in the University of Minnesota's Sponsored Projects Compliance activities.  This Compliance Program relys on the combined efforts of researchers, support staff and others as well as collaboration among departmental, collegiate, and central units.  The sponsored projects compliance program was designed to be proactive, transparent and integrated to prevent problems before they happen without impairing research.  It is founded upon the following core activities:

 
 

Risk assessments
Examining sponsored projects activities regularly to identify and reduce potential compliance breakdowns related to sponsored awards

Roles and responsibilities
Maintaining clear roles and compliance responsibilities for all parties involved in sponsored research; using due care and appropriate oversight when assigning compliance responsibilities on sponsored projects

Policies and procedures
Designing standards and policies that effectively enable researchers and others to meet sponsored projects compliance requirements

Program oversight
Assuring sponsored project compliance through senior leadership and independent oversight

OAR represents a fundamental principle of the University of Minnesota Sponsored Projects Oversight Model.

Awareness, education, and training
Communicating standards, procedures, and responsibilities to researchers, administrators, and others through timely and appropriate education and training regarding sponsored projects

Communication
Developing and maintaining effective systems of communication, including resources for promptly responding to sponsored projects compliance questions or concerns

Monitoring and audits
Implementing sponsored projects monitoring and auditing systems to assure compliance, detect breakdowns, and identify potential problem areas

Enforcement and corrective action
Enforcing standards fairly and consistently; promptly investigating and resolving sponsored projects compliance breakdowns; evaluating and modifying the compliance program where appropriate to prevent similar problems
