The office of Oversight, Analysis & Reporting (OAR) is an institutional level oversight mechanism. OAR represents a fundamental principle of the University of Minnesota Sponsored Projects Oversight Model:

"Oversight is always separate from the operating unit that makes the decisions"

OAR provides reports and assists units with establishing recurring risk measurement and exception reporting practices. OAR has defined measures and performs sponsored project oversight at the following levels:

  • Central Sponsored Project Offices
  • Departmental/Collegiate
  • Principal Investigator
  • Transactional
 
Mission Statement

OAR's mission is to provide institutional expertise in analysis, reporting, oversight and resolution of financial compliance issues throughout the sponsored research community.

In support of our mission,

  • we provide managerial information to units and help them understand the potential risks that exist within their sponsored programs
  • we monitor and maintain currency of knowledge of federal, state and University policies, and communicate them through various means
  • we monitor grants management tools and processes to ensure their effectiveness
  • we manage the Certified Approver Program
  • we provide reports and analysis regarding sponsored program information
  • we support the key principles of the University of Minnesota Sponsored Project Oversight Model
